George C. Hlavac, Esq. Hoffman Hlavac & Easterly
George Hlavac received his law degree in 1994 from George Washington University’s National Law Center, where he was a member of the George Washington University Law Review and graduated With Honors. He is also a Phi Beta Kappa, Magna Cum Laude graduate of Franklin & Marshall College, where he achieved All-American honors as a member of the football team. George practices exclusively in the areas of labor and employment law, handling traditional labor law matters and employment-related litigation, as well as counseling with regard to workplace issues such as sexual and other forms of unlawful harassment, employment discrimination, wrongful discharge, disability accommodations, family and medical leave, wage and hour, safety and health, employment contracts, non-competition agreements, and employee handbooks.
Sally Kozak, Deputy Secretary Office of Medical Assistance Programs Pennsylvania Department of Human Services Prior to being named Deputy Secretary, Sally was Director of the Bureau of Program Integrity. Sally has more than 13 years with OMAP as well as time with the Office of Children, Youth and Families. In the private sector, Sally led development, design, and execution of population health management programs, quality improvement initiatives, care management IT systems, and predictive modeling through health care analytics. She is also a registered nurse experienced in hospital and community based services.
Kevin Hancock, Deputy Secretary Office of Long-Term Living Pennsylvania Department of Human Services (DHS) Kevin has been with the Office of Long-Term Living since 2017. He serves as the Community HealthChoices Project Coordinator. This is the Commonwealth's initiative to convert the Medicaid-funded long-term services and supports from fee-for-service to managed care. Prior to this role, Kevin served in operations and project management lead roles for multiple state agencies including the PA Higher Education and Assistance Program, the PA Department of Aging, the PA Department of Community and Economic Development, and previously with the PA Department of Human Services working for the Commonwealth of Pennsylvania for more than 16 years.
Sarah Newman Boateng Executive Deputy Secretary Pennsylvania Department of Health Prior to serving in this role, Ms. Boateng served as the special assistant to the Physician General at the Department of Health and the Director of Public Affairs at Planned Parenthood Keystone. Ms. Boateng holds a Master’s degree in Healthcare Administration from the Colorado State University. She is also a graduate of the University of Pittsburgh and the Robert Morris University.
Patrick Hamilton, Health Insurance Specialist Centers for Medicare & Medicaid Services (CMS) Patrick has been with the CMS Philadelphia Regional Office since 1998. He has worked in the area of provider outreach for the past 16 years and works closely with clinicians, beneficiaries and Congressional offices in resolving inquiries dealing with Part A and Part B issues. He is the Field Lead for Policy Expertise for the Quality Payment Programs for 10 CMS regional offices.
Representative Paul Schemel Chair, Subcommitte on HealthcarePennsylvania House of Representatives Paul was first elected in 2014 to serve the 90th Legislative District in the Pennsylvania House of Representatives. During the 2019-20 legislative session, Paul serves as a member of the Environmental Resources and Energy, Health, Judiciary, and Labor and Industry committees. Paul was also selected to serve as chairman of the Sub-Committee on Healthcare. Paul served the U.S. State Department for one year in Iraq as an advisor on local government and subsequently received the Expeditiary Service Award from the Secretary of State. Paul was also invited to participate in the Strategic Implementation Seminar at the US Army War College and was awarded the Outstanding Eagle Scout award by the Mason Dixon Council of the Boy Scouts.
Paul currently serves on the boards of directors of both Summit Health and the Waynesboro Hospital.
Jennifer Swinnich
As a practice management professional, Jennifer provides reimbursement, regulatory, policy and practice management advisory services to society members. Prior to joining the Pennsylvania Medical Society, she was a practice administrator for a dermatology practice and an EHR training specialist. Jennifer also serves on the Medical Assistance Advisory Committee for the Department of Human Services and the Contractor Advisory Committee for Novitas Solutions.
